Rt Hon Stephen Dorrell


Stephen is Chairman of LaingBuisson and Executive Chair of LaingBuisson’s policy consultancy, Public Policy Projects. In addition, he is Chair of the NHS Confederation,  and a trustee of Place2Be, a national charity focussed on children’s mental health and well-being.

Stephen was a Member of Parliament for 36 years serving as Secretary of State for Health from 1995 to 1997 and the first elected chair of the House of Commons Health Committee between 2010 and 2014, and also acted as a senior adviser to KPMG supporting the Global Health and Public Sector practice.

He has an MA in Law from the University of Oxford.


Henry Elphick


Henry is Chief Executive Officer of LaingBuisson.  In addition he is Non-Executive Chairman of Elizabeth Finn Homes, an advisor to the International Longevity Centre, and a trustee of Turn2Us, a national charity fighting poverty in the UK.

Henry was an investment banker for nearly 20 years, advising healthcare companies across Europe. He started his career as a lawyer with Linklaters in London, New York and Washington before moving into banking with Rothschild, UBS Investment Bank and Jefferies, where he was Joint Head of European Healthcare Investment Banking.

He has an MA in Law from the University of Oxford.


William Laing

Data Director

William is the Data Director and founder of LaingBuisson, a well-known healthcare economist and a leading commentator on healthcare and social care. His views are often quoted in the media and he is frequently speaks at conferences and participates in policy think tanks.

Before founding LaingBuisson in 1976, William worked for the Association of the British Pharmaceutical Industry and the Office of Health Economics where he was Deputy Director.

He has a BSc Econ from the London School of Economics.


Charlotte Strouts


Charlotte is a Non Executive Director of LaingBuisson.  She is Head of Executive Share Plans at RELX Group, the FTSE 100 global information analytics business that helps institutions and professionals advance healthcare through its Scientific, Technical & Medical business.

Charlotte was a solicitor for 17 years and a partner focussed on corporate and personal tax at Speechly Bircham, now Charles Russell Speechly.

She has a MA in Modern History from the University of Oxford.

Executive Team


Keith Pollard

Chairman, International

Keith is Executive Chairman of LaingBuisson International and the Editor-in-Chief of IMTJ (International Medical Travel Journal). Keith is also Chair of Trustees for the UEFA award winning youth football club, Berkhamsted Raiders, which provides football for over 1,000 boys and girls.

Keith started his career in pharmaceutical sales with Smithkline Beecham before moving into hospital marketing with AMI Healthcare (now part of BMI Healthcare).  He then focussed on digital marketing and the internet with entrepreneurial roles building businesses at Acumen Solutions, em:seven communications and Intuition Communication, now LaingBuisson International.


Heidi Nicholson

Chief Operating Officer

Heidi is Chief Operating Officer with responsibility for compliance and HR and our consultancy business, including responding to Requests For Proposal and tenders. Heidi volunteers with Friends of Streatham Common, managing the Friends’ volunteer database.

Heidi was previously the Business Manager supporting the Chief Executive Officer of the Alzheimer’s Society. Prior to that Heidi served as Senior Parliamentary Assistant to Jonathan Evans MP and was Deputy Director of Research, Tribal plc and a researcher at Veredus, the resourcing division of Capita plc.

She has BA (Hons) in Italian and French (First Class) from the University of Reading, and a Professional Postgraduate Diploma in Marketing from the Chartered Institute of Marketing.


Justin Merritt

Publishing Director

Justin is the Publishing Director responsible for all market reports and journals, including Care Markets, Healthcare Markets and the International Medical Travel Journal.


Justin spent a decade as a business journalist on a variety of UK titles specialising in news and feature writing focused on social affairs and local authority matters. He joined LaingBuisson in 2005 as editor of what is now Care Markets before taking on the role of Chief Operating Officer in 2011 and his current role in 2016.

He has an BA (Hons) in English from Queen Mary College (University of London).


Sarah Ward

Commercial Director

Sarah is the Commercial Director for LaingBuisson. She leads on marketing and international business development, She is also responsible for the events business and our market-leading consumer websites.


Sarah started her career in website development and account management with the specialist healthcare digital media agency Acumen Solutions, before moving to an Associate Director role at em:seven, a communication agency specialising in e-media and events within the healthcare sector.  She joined what is now LaingBuisson International in 2011 after running her own consulting firm and spending 7 years in Spain in property development


Neil Waring

Chief Technology Officer

Neil is LaingBuisson’s Chief Technology Officer responsible for ensuring our technology strategy is aligned with our business strategy, with a focus on the design and architecture of our databases and data solutions and Data Protection compliance.


Neil is also a co-founder and Director of Karma Applied Science, a specialist data science and healthcare software house. In addition, he has been a supporter for many years of the Trinity Hospice and Brian House charities which give compassionate end of life care.

Neil has worked in the software industry for over 25 years including as a Microsoft consultant.  He specialises in handling large databases with a focus on data handling and analysis in Javascript, PHP and Microsoft Database Language SQL, but has worked across a range of languages and platforms including  Novell networking, Pascal, Delphi, Paradox and Dbase.


Clare Whelan OBE

Clare is the Director of Public Policy Projects, LaingBuisson’s health and care policy forum and think tank. In addition, she is an adviser to KPMG supporting their Local Government practice.

Clare has spent her career in Local Government and was the millennium year Mayor of Lambeth, having served for 24 years on the London Borough of Lambeth. She was appointed OBE for services to local government in 2013. She worked in Parliament for 25 years, most recently with Stephen Dorrell, with whom she continues to work as an advisor on healthcare and local government.


Peta Barrett

Peta is responsibe for LaingBuisson’s research and data teams and our events business, including the LaingBuisson awards.  She started her career at LaingBuisson in 2007 and worked across the business before becoming a Director in 2015.

Before joining LaingBuisson in 2007 Peta worked as a facilitator using theatre practices for educational and social development across South Africa and the UK.

Peta has volunteered for Hagit Yakira Dance (2011-2014) and the Girls Friendly Society (2013).

Peta has a BA (hons) in Theatre from Rhodes University, South Africa.
